Delete, seems to fail WP:GNG, the only coverage I could find under a search for "Andres Talvik suursaadik" consisted of an interview, some government press releases from when he presented his credentials, and a couple of times he was quoted in the media, but no actual secondary coverage of him that would contribute to a GNG pass.
