Thank you for creating a new account to represent you as a person and not in the name of your employer or his website/online presence, which your old account had an issue with.

You still have a conflict of interest. Accordingly, you should avoid or exercise great caution when:

1. editing or creating articles related to you, your organization, or its competitors, as well as projects and products they are involved with;
2. participating in deletion discussions about articles related to your organization or its competitors; and
3. linking to the Wikipedia article or website of your organization in other articles (see Wikipedia:Spam).

So, you're not prohibited outright from starting an article about Tyler Santangelo; instead, you need to "exercise great caution." One of the facets of that caution is maintaining neutral point of view in your edits. Make sure the article is a factual representation of the subject and not, for example, spun to present only positive information with no negative information. Make sure the article cites reliable sources and preferably secondary sources to back up claims in the article. (Not to mention that, by showing that he's received significant coverage in multiple secondary sources, you've demonstrated that he meets the general notability guidelines—the two cornerstones of all articles are that the subjects must be notable and the information in the article must be verifiable.)

I'll be moving the last version of the article you created into your userspace shortly. Once that's done, you can edit the text in a more relaxed setting (the WP:CSD#criteria for speedy deletion for non-notability do not apply in userspace).
