Extra Space

primary=false

I undid the edit that redefined this ToC template as non-primary. It appears this template is being used in 2 manners: as a primary ToC (List of United States congressional districts) and as a supplemental ToC later in an article (United States House of Representatives elections, 2008). It appears that when the template is used after the first section of an article, it already allows 2 ToCs to appear. Therefore, it appears unnecessary to define it as non-primary (I think), because when defined as such 2 ToCs appear on all pages that use it, even the pages that use it as a primary ToC.
