• Hoài Nhơn District → Hoài Nhơn
• Đông Hòa District → Đông Hòa

  I don't think that's a good idea, since Dong Hoa is the non-diacritic form of both Đông Hòa and Đồng Hóa, so that will violate WP:XY. The town is the primary topic for Đông Hòa, but not Dong Hoa (non-diacritic).   I see a difference between Hoa Thanh and Dong Hoa which may be important. Hoa Thanh is the non-diacritic form of Hòa Thành, Hòa Thạnh and Hóa Thanh. Dong Hoa is the non-diacritic form only of Đồng Hòa. There are several articles called "Đồng Hòa, Somewhere" but nothing called, for example, "Dòng Hoà" with different diacritics.   Thank you. So, to be clear: Đồng Hòa has a primary topic (the town currently at Đông Hòa District) but Dong Hoa has no primary topic?
