I assume these are just dynamic IPs that are unlikely to be reused by this person, so blocking might not be appropriate. This looks like a WP:DUCK to me, but as the user has put a "retired" banner on their talk page I have not blocked at once, and leave it for a second opinion. Operahome has been quiet for so long that CU would probably not help. JohnCD (talk) 21:26, 14 November 2016 (UTC)[reply]
