WP:REDLINK/WP:SURPRISE. The target article has a single mention of how deforestation has created droughts in Ethiopia. There's nothing even approaching a comprehensive discussion of droughts in Africa, though such information could certainly go at the target article. --BDD (talk) 15:29, 13 August 2016 (UTC)[reply]

As far as I can tell, this was a one-off reference to the target in a speech: "As America's representative, he helped the Libyan people". It wasn't even a nickname, it doesn't appear at the target, it certainly isn't a phrase that's associated primarily with the target, and it's too vague to disambiguate for the many other things to which it might refer (other diplomats, people representing the U.S. in international competition, members of the House of Representatives, etc.) 210.6.254.106 (talk) 04:24, 13 August 2016 (UTC)[reply]
