The result of the discussion was DELETE Consensus is apparently that IPs can't have userpages, or at least that this one can't. I'm a little troubled by it but the consensus appears clear and there is no clear policy on this. Doug.(talk • contribs) 00:31, 8 November 2009 (UTC)

A registered user apparently created this page for an ip. As ip addresses are sometimes re-assigned without any notification, it does not seem appropriate for an ip to have a user page declaring who they are. The address could be re-assigned and the new user would have no connection to any of this. There is also some very obnoxious formatting on the talk page that makes it difficult to follow, along with a list of "rules" one must follow if they want their message to be acknowledged. - Agree with concerns. Urge user to register. One day, the IP address will be reassigned. --SmokeyJoe (talk) 22:26, 31 October 2009 (UTC)

- change to leave it alone, I think deleting this after seeing what is happening on the page/talk page will do more harm than good... RP459 (talk) 04:30, 5 November 2009 (UTC)
- Delete per the second and third sentences of the nom. However, the content of the user talk page should not affect the decision whether to delete the user page. --Metropolitan90 (talk) 02:20, 1 November 2009 (UTC)
- Yea, you're right about that, I was just griping about it because it annoyed me. Beeblebrox (talk) 14:15, 1 November 2009 (UTC)
- Weak Keep I'm mixed on this. There has been at least one user in the past who was a very active and established editor that edited under an IP only. If this were clearly a shared IP, I'd say sure, nuke it... As far as I know, we don't have a policy for this right now, do we? Gigs (talk) 15:55, 2 November 2009 (UTC)
- I couldn't find anything specifically dealing with this in the userpage policy. I would imagine that is because ips can't create pages themselves so it's usually a non-issue. Beeblebrox (talk) 17:49, 2 November 2009 (UTC)
- Delete IPs can be reassigned at any time, even if there seems to be no reason. Unlike a registered account, there is no guarantee that this IP will "belong" to this editor in the future. -- PhantomSteve (Contact Me, My Contribs) 22:07, 2 November 2009 (UTC)
- User has been urged to register. In the case that he does, Move to his user page. Otherwise, I am neutral. BlazerKnight (talk) 22:50, 2 November 2009 (UTC)
- I'm starting to get the feeling this is going to end badly, the ip has removed the mfd template three times and is demanding that users not post anything to their talk page. Beeblebrox (talk) 23:29, 4 November 2009 (UTC)
- Comment IP has been blocked for disruptive editing, including the repeated removal of the MfD tag. Personally, I think they want to contribute to the project, but have communication issues. Recommend a mentor to explain WP policies and guide them. BlazerKnight (talk) 23:49, 4 November 2009 (UTC)
- If mentorship is offered, could the mentor start with explaining WP:UP#OWN and WP:OWN? -- PhantomSteve (Contact Me, My Contribs) 09:34, 5 November 2009 (UTC)
- "Communication issues" is an understatement. He's blanked everything again. --ThejadefalconSing your songThe bird's seeds 18:20, 7 November 2009 (UTC)
- I'm not sure how you can mentor someone who refuses to talk to anyone. Beeblebrox (talk) 18:49, 7 November 2009 (UTC)
- Mentorship has been declined by user. Beeblebrox suggested it, user blanked the page. --ThejadefalconSing your songThe bird's seeds 23:30, 7 November 2009 (UTC)
- Delete This user appears to be in a dynamic range. Triplestop x3 19:16, 7 November 2009 (UTC)
- How can you tell? --ThejadefalconSing your songThe bird's seeds 19:17, 7 November 2009 (UTC)
- An examination of the IP shows it as being in Charter Communications' pool of Dynamic Host Configuration Protocol addresses. However we do not know how long of a lease period Charter uses. It could be 12 hours or 12 months. — Kralizec! (talk) 20:55, 7 November 2009 (UTC)
- Thanks. How do you check that? It's just I think I've got a changing IP address and I want to check. --ThejadefalconSing your songThe bird's seeds 21:11, 7 November 2009 (UTC)
- Keep, if the user can confirm that this is a static IP. Otherwise, neutral. — Martin (MSGJ · talk) 19:20, 7 November 2009 (UTC)
- Even if it is a static IP (and how can anyone tell the difference, anyway?), what happens if they die suddenly or move out? The next person to move into their house would have that IP address. --ThejadefalconSing your songThe bird's seeds 19:32, 7 November 2009 (UTC)
- The same issue happens with things like vandalism warnings all the time and it doesn't seem to bother anyone. Gigs (talk) 21:14, 7 November 2009 (UTC)
- Delete not a static IP, user is being disruptive with the user (talk) page. --Rschen7754 (T C) 23:27, 7 November 2009 (UTC)
