Looks like a genuine newcomer, and the draft, while looking a bit random, looks lie something done by the Wikipedia newcomers in 2003. Try talking to newcomers before templating him. The conversation needs to begin with a note about not copy-pasting onto Wikipedia pages, which has probably been done here, and I see G12 deletions of previously written pages. --SmokeyJoe (talk) 05:20, 27 April 2018 (UTC)[reply]
