Comment Except is doesn't meet any of the criteria for PD-Tanzania;

• It is an audiovisual work, and 50 years have passed since the date of its publication (or creation, whatever date is the latest) - It's not an audiovisual work.
• It is a work of applied art and 25 and years have passed since the date of its creation - It's not applied art
• It is another kind of work, and 50 years have passed since the year of death of the author (or last-surviving author) - It might be another work but it's not over 50 years since the death of the author, if indeed he is dead
• It is one of "laws and decisions of courts and administrative bodies as well as to official translations therefore" - It's not a law or court decision
