Per my PROD reasoning: "See WP:CORP. A local police department that does not have any real inherent notability."

The creator of the page reverted the PROD, claiming that "the department is "notable" due to the city presence and provides more information beyond the City of Tustin Wikipedia page" (reasoning that could be applied to any police department) and that "the department was also the first to introduce a Pursuit-rated tracker system in Southern California", which is a very specific thing to be first at.
