Comment Mentioned here: Pogs#South_Korea. I added two citations there and an alternative spelling. In the other citation it says the game originated from Japan in the 19th century. This is probably according to some Korean information not stated in that book. Since Menko is mentioned right above in the pog article, it's logical to assume it to have been the ancestor.
