Weak Keep. Seems notable for a range of connected things, almost more like a WP:BASIC pass than a clear WP:GNG:

She seems like an expert in Russian propaganda. Quoted twice in this academic paper:

Keep - her honorary title "Teacher of the year" falls under notability criteria (see WP:TEACHER or more general WP:BIO). I also looked through some recent sources in Russian, she was covered by BBC and other reliable media when Russia included her to the list of foreign agents (e.g., [1], [2] or [3]).
