Redirect to High Assurance Internet Protocol Encryptor, where it is mentioned as an example of such a system. I wasn't able to find in-depth independent sourcing to support a standalone article. It seems like a reasonable search term and the target article gives context to the reader for this niche equipment. I don't think anything needs to be merged. Redirect per Mark Viking. The article fails to establish notability, as two of the three sources in the article are from the manufacturer's website, making them primary and insufficient to establish notability.
