Possible autobiography (from 2007) with serious NPoV problems. As written it does not establish notability; even with serious help from Google Translate (as all mentions of his name are in Vietnamese), I can't find much more than incidental mention of him, and that not necessarily in WP:RS. Delete as the history and information shows the PR intentions and actions, therefore nothing can be taken as guaranteed non-PR and that's exactly what the solution is by deleting it; the fact everything emulates an entire job listing explains enough.
