Does not pass WP:NPOL, being a regional head of the youth branch of a party. Coverage is mostly on an issue/controversy of a cultural bull taming sport, with passing mentions. Apart from that I can find a handful of reports on his election as a youth leader and suspension, which is a common thing in the regional section of major newspapers.   • Delete. Nothing claimed in the article constitutes an "inherent" pass of WP:NPOL that would entitle a person to have a Wikipedia article just because he exists, but the sourcing here isn't even remotely adequate to claim that he passes WP:GNG in lieu.
