Per WP:BEFORE source searches, this subject fails WP:BASIC notability standards to qualify for an article. Said searches are providing no significant coverage in independent, reliable sources, and very little coverage in said sources at all. Those found consists of fleeting passing mentions, name checks and quotations, the latter of which are primary in nature. He is not mentioned in General authority, but he is mentioned (as a list entry) in List of general authorities of The Church of Jesus Christ of Latter-day Saints#Emeritus, so if redirect is the outcome I would recommend that article/section as the preferred target.
