  • Delete. Mounting an unsuccessful primary challenge is not a notability claim that passes WP:NPOL, but this isn't doing a good job of demonstrating that he's notable for other reasons. Serving as a trustee of the state university and being appointed to the State Council of Education might be stronger notability claims if they were referenced significantly better than this, but one obituary in his local newspaper and one short namecheck of his existence in a journal article about an event he happened to be involved in is not enough sourcing to get him over the bar.
