Doesn't meet our notability guideline for politicians as a mayor of a local government area (equivalent to a county in the US) and hasn't received much coverage outside of his local area. In other words, a run-of-the-mill local politician. The first he's attributed with isn't even very significant; he was the first person to become mayor when the Shire of Busselton (established from a merger in 1951) was renamed to the City of Busselton. The Medal of the Order of Australia doesn't assert notability either; all sorts of people get those ... see 2023 Australia Day Honours for a sample. Note that I live in Busselton and have done a lot of work on articles about the local area, but I would never have thought to write an article about this guy.
