Ellen Chapman is only close to being notable for being Miss California USA. However this is not enough to make one notable, and is basically just one event. There is only the one San Francisco Chronicle source in the article that might come close to enough to pass GNG. Beyond this we have a blog post and a press release from the university the subject attended. A search for additional sources comes up entirely flat.
