Delete Monkey D. Garp isn't Monkey D. Luffy. Not a notable role in the series. Local voice actor. ANN articles are only cast announcement level. No appearances in any anime conventions. Not much on his voice acting career, only that he does theatre in Dallas. Redirect to List_of_One_Piece_characters#Monkey_D._Garp with no objection to recreation once he passes notability guidelines. Mathis has performed in some major series, but none of his roles are so major that they'd really argue for a strong keep on that basis. The biggest character he seems to have portrayed is Monkey D.
