Emmanuel F. Esguerra (born October 6, 1953) was Acting Secretary of Socio-Economic Planning and Director-General of the National Economic and Development Authority or NEDA (February to June 2016) under the Aquino Administration. Before that he was NEDA Deputy Director-General (July 2012-January 2016) and became head of the National Development Office for Policy and Planning.

He is a University of the Philippines Diliman Professor of Economics. Labor economics, development economics, and public economics are his areas of research interest.

Esguerra served as the Co-Senior Official of the Philippines to the Asia-Pacific Economic Cooperation (APEC) Senior Officials’ Meeting in 2015; Chair of the APEC Group on Services (GOS) and the APEC Policy Support Unit Board; and the Philippine acting minister during the Second APEC Structural Reform Ministerial Meeting in September 2015.

As chair of the GOS, he championed the APEC Services Cooperation Framework, which was deemed to strengthen APEC’s work on services. The framework, proposed by the Philippines and adopted during the Leaders’ Summit in December 2015, benefited the country’s growing and vibrant services sector.

He was also the country’s lead negotiator for services in the Philippines-European Free Trade Association free trade agreement negotiations.

In 2018 he co-edited a book entitled “The Philippine Economy: No Longer the East Asian Exception?” published by Singapore-based ISEAS - Yusof Ishak Institute.

Before joining NEDA in July 2012, Esguerra was chair of the Economics Department at UP School of Economics. He was also the editor of the Philippine Review of Economics from 2001 to 2007 and from 2008 to 2010.

Esguerra holds a PhD from the Ohio State University, and Master’s and Bachelor’s degrees in Economics from the University of the Philippines Diliman.

He has also done consulting work with multilateral agencies, such as the Asian Development Bank, United Nations Development Program, the International Labour Organization, and the World Bank.
