If you plan on working on it further, or editing it to address the issues raised if it was declined, simply edit the submission and remove the {{db-afc}}, {{db-draft}}, or {{db-g13}} code.

Do not ask for this draft to be restored (for the fourth time) unless you plan on devoting time to improving it and submitting it to WP:AFC. One day, the nice folks at WP:REFUND will say "No" because you don't seem serious about turning this draft into an article that could be added to the main space of the project.
