Highlights of the MCLUP: B.1 Physical Characteristics: B.1.1 Geographic Location:

 The Municipality of Laoang is located at the northeastern part of the

Province of Northern Samar at the northern portion of Eastern Visayas or Region VIII (See regional map). It is bounded by the Philippine Sea in the north, by the Municipality of Palapag in the south, and by the Municipality of Pambujan in the west. When viewed in a map Laoang can be located at the following coordinates: longitude, 125 00 15” east and at latitude 12 30’ 45’ north. The Municipality of Laoang has 56 barangays, seven of which can be found in the Poblacion. The part of the Municipality situated in the mainland of Samar is characterized to have a vast, plain/level land which extends from the northern part of the mainland down to the portion embracing most areas occupied by barangays along the Catubig River, Hangtud River and the Bayug Creek. These areas are devoted primarily to agriculture especially coconut and rice.

 The eastern part of the mainland, except areas of some barangays

along the Hangtud River, is characterized by a moderately undulating and rolling land sloping in many directions to steeply undulating and rolling lands sloping in many directions. Gently sloping areas whose land slopes in one general direction; moderately undulating and rolling in many directions characterize the western portion of the mainland, except areas of some barangays along the Bayug Creek.

B.3 Functional Role of the Municipality in relation to the approved Provincial Physical Framework Plan:

Producer of coconut/copra and rice Fishing grounds of various fish species Links Legaspi, Tabaco and Cebu Destination of eco-tourism Service center of Pacific towns B.4 Linkages of the Municipal Comprehensive Land Use Plan (CLUP) to the Provincial Physical Framework Plan (PPFP) The approved Provincial Physical Framework Plan of the Province of Northern Samar provides among others that the Municipality of Laoang is a secondary center for commerce, trade and industry. It is linked by sea to other commercial and trading places like Cebu, Legaspi and Tabaco. Laoang is also designated as destination for eco-tourism and more importantly, service center of the pacific towns. These functional roles assigned by the province to Laoang is not only the result of planning, research and scientific studies, rather, these are real and existing potentials that when properly harnessed and developed would certainly boost economic activities not only to the town of Laoang but to the province as well.

As the center of commerce, trade and industry in the second district of the province, sufficient allocation of commercial areas were made in the preparation of the urban land use plan. Instead of the standard area of 3% of the built-up area, the area allocated to this land uses was increased to 5% of the built-up area. This was made to anticipate the commercial needs not only of the locality but also of the second district of the province. As the center of industry in this part of the province, standard area allocation for light and medium industries has been complied with. Moreover, after delineating the allocation in the urban areas, the remainder of the required area was distributed to all identified growth node barangays of the Municipality.

As the service center of the pacific towns and port of entry to other regions of the country, it was proposed in this Plan that a new Municipal Port be constructed. In fact, construction of marginal and other transportation utilities has been incorporated and delineated in the urban land use plan. Standard allocation of road area requirements both in urban center and rural areas has been considered in the preparation of the urban and general land use plans.

B.4 Vision and Mission B.4.1 Vision: A peaceful, progressive, self-reliant and globally-competitive Municipality where commerce and trading is flourishing, agriculture is enhanced, agro-industries and other industries developed, and with a clean, healthful, wholesome and sustainable environment peopled by highly-motivated, skilled, healthy, educated, empowered and God-centered Laoanganon.

B.4.2 Mission:

Stand, advocate and aim for: An honest and transparent governance, one that is service and development-oriented, an administration that is community-centered and people-centered, environment-friendly and nature caring, with empowered and educated citizenry and a trained and highly motivated work force. B.6 Development Goals and Objectives

To improve the living condition of the families belonging to the 37% bottom poor; Provision of necessary infrastructure facilities and services for land and marine transportation in order to effect vigorous economic activity; Attain self sufficiency in food supply through increase agricultural crops, livestock and aquatic resource productivity’; Increase access to high school and pre school education; Increase access to potable water supply; Promote sustainable development through the enhancement of the CBRMP Project; Promote a clean and green municipality through proper solid waste disposal system; Provision of socialized housing program to urban poor through resettlement of the blighted area; Improvement of existing communication system through the establishment of cell site; Promote health, safety, and pleasant environment through proper land utilization; Encourage the establishments of medium and small scale industries;
