The visa policy of Singapore deals with the requirements a traveller must meet to enter Singapore. A foreign national, depending on their country of origin, must meet certain requirements to obtain a visa, which is a permit to travel, to enter and remain in the country. A visa may also entitle the visa holder to other privileges, such as right to work & study.

Citizens of most countries and territories can enter Singapore without a visa. A citizen of one of the visa waiver eligible countries and territories can temporarily enter the country for a period of between 15 and 90 days without a visa depending on nationality. However, nationals of some countries must first obtain a visa in advance before being allowed to enter Singapore.

In recent years, applications of work permits, study permits and certain types of permanent residency are submitted online. However, such applicants must provide their biometrics (photograph and fingerprints) as a part of their application process. Depending on the country by which the passport was issued, a visa application may have to be submitted at a visa application centre at a Singaporean diplomatic mission.

Entry requirements

All visitors to Singapore must:

  • hold a passport (Except  Hong Kong &  Macau) valid for 6 months or more at time of departure,
  • hold an onward or return ticket;
  • have sufficient funds for the duration of stay;
  • have entry documents (including a visa if required) to their next destination (if applicable)
  • have a visa for entry into Singapore (if applicable).

Visa exemption

Citizens of the following countries may enter Singapore without a visa up to the duration listed below:

Indefinite Stay (33)

1 - British passport holders with proof of right of abode in United Kingdom, exception for residents of Isle Of Man & Channel Islands.
2 - Include territories of Nordic Passport Union,  Greenland,  Faroe Islands,  Aland Islands & Svalbard.

90 days (10)

1 - Applies to Hong Kong Document of Identity for Visa Purposes but those with nationality from Refused Countries are banned.
2 - Temporary Policy of a 90 day Visa-Free Travel Period available until 31 December 2024 due to reciprocity.

30 days (24)

1 - Applies to Macau SAR Permit but those from Refused Countries are banned. Non-Ordinary Passport Holder can enter for 90 days visa-free.
2 - Holders of Taiwan passports who do not have the right of abode in Taiwan must have a valid Taiwan re-entry permit.
3 - British passport holders with no proof of right of abode in United Kingdom allowed but (except  Falkland Islands Citizens).
4 - (The visa-free agreement is not applicable to Holders of Non-Ordinary Passports unless eligible to be exempted) while (ordinary passport holders wishing to enter for between 31 days and 90 days must have valid Electronic Travel Authority presented on arrival to be eligible).
5 - For Citizens of Thailand, visa-free scheme is valid for Tourism Purposes Only. In addition, a visa is mandatory for all other purposes.

  • Holders of a UN Passport traveling on duty & family members (3 pax each) can enter visa-free for 30 days.
  • Holders of a UN Passport that identifies holder as official of either the ICC or ICAO travelling for duty & family members (3 pax each) can enter visa-free for 30 days but must been pre-cleared by MFA Singapore.
  • Holders of a Interpol Passport (3 pax each) and traveling on duty can enter visa-free for 30 days each visit but the Interpol Office and Asia-Pacific Headquarters in Singapore must be notified before arriving in the country.

1 - Visa-Free Period for Non-Ordinary Passports is longer at 30 days under a separate receipocal visa-free agreement.
2 - (The visa-free scheme is for Chinese citizens with Chinese passports) only while those with all other documents require a visa.

Non-ordinary passports

Holders of diplomatic and official passports of the following countries below can enter visa-free for the period stated below (unless otherwise specified) and are allowed to use dedicated immigration lanes reserved for only aircrew & diplomats:[1]

S - Service Passport Holders are included in the visa-free agreement due to reciprocal agreements with the following countries stated.
1 - Ordinary Passport Holders from the following countries require a visa under Assessment Level 1 Countries regime due to reciprocity.
2 - Service Passport Holders of the affected countries will have visa-free travel restored on March 8 2024 due to reciprocal agreements.

APEC Business Travel Card (ABTC)

Holders of passports issued by the following countries who also hold an APEC Business Travel Card containing the "SGP" code on the reverse of the card, which indicates it is valid for travel to Singapore can enter visa-free for business trips of 60 days (unless otherwise stated). In addition, they are also eligible for enrolment into the Automated Clearance Initiative.

ABTCs are issued to nationals of:


Holders of passports issued by the following countries who also hold an APEC Business Travel Card are allowed to use the dedicated immigration lanes that are normally assigned for aircrew & diplomats when entering or departing by Changi Airport. However due to reciprocity, these nationals are not allowed to be given pre-clearance and therefore, are still required to obtain a valid Electronic Travel Authority (ETA) before arrival for visits of 90 days unless being exempted for specific reasons.


Major Points to take note:
1 - Currently temporarily suspended until further notice due to reciprocity.
2 - Been signed by relevant parties but yet to be ratified into force until further notice.

Electronic Travel Authority (ETA)

The ETA allows the holder to visit Singapore for the period stated but no extensions are permitted in most cases. In addition, the validity and cost for each ETA application is on a reciprocal basis with other countries and depends on your nationality.

Holders of passports of the following countries and territories may apply for an ETA:

Visa required

Singapore categorises countries whose citizens require a visa to enter into two groups below:

Assessment Level 1 & Assessment Level 2 countries.

Assessment Level 1 Countries

Holders of normal passports or travel documents issued by Assessment Level 1 countries and territories may obtain an e-visa from the Immigration and Checkpoints Authority (ICA)'s online portal through a local Singaporean contact or a strategic partner in Singapore; if successful, the applicant can enter Singapore with a printout of the e-visa. Applicants may alternatively obtain a visa at the nearest Singaporean diplomatic mission or from one of its authorised visa agents outside Singapore, in which case a local Singaporean contact is not required.

Expedited processing

E-Visa & regular visa applications lodged by holders of following travel documents are processed in 1 working day. In addition, those with a valid visa and one of these travel documents can enter Singapore for 30 days each visit while you are strongly recommended to apply for a visa 30 days before arrival (As above is just a recommendation, you are allowed to apply for a valid visa anytime between 48 hours/2 days and 90 days before arriving in Singapore).

1 - Provided Free-Of-Charge for Diplomatic Passport, Official Passport and Service Passport Holders under reciprocal agreements.

2 - In addition, those with (UN Passport), (Interpol Passport & Office in Singapore has been notified), (UN Passport that identifies holder as official of either ICC or ICAO), (Diplomats who accredited in advance by MOFA SG) and (employees of IATA travelling for official purposes) are visa-exempt.

Regular processing

E-Visa and regular visa applications lodged by nationals of the following countries are processed in 3 working days. In addition, document allows holder to enter for the period stated while validity & cost of visa is also stated below.

Free-Of-Charge and valid for 1 year each (Multiple-Entry Visa for visits of 30 days each)

Cost and Validity: USD 30 and valid for 90 days (Single-Entry Visa for visit of 30 days)

1 - Kyrgyzstan Permanent Resident with valid residence permit & validity is 2 years can obtain 30 day single-entry tourist visa under simplified procedure due to reciprocal agreement on permanent residents.

2 - All Diplomatic, Official and Service Passport Holders of the following countries mentioned can enter visa-free for the period specified individually due to a separate reciprocal visa-free agreement with Singapore.

Assessment Level 2 Countries

Holders of all passports (exclude  Mainland China) mentioned below issued by Assessment Level II countries and territories may obtain an e-visa from the Immigration and Checkpoints Authority (ICA)'s online portal through a local Singaporean contact or a strategic partner in Singapore; if successful, the applicant can enter Singapore with a printout of the e-visa. Applicants may alternatively obtain a visa at the nearest Singaporean diplomatic mission or from one of its authorised visa agents outside Singapore – however, a "Letter of Introduction for Visa Application" to support the visa application is required, which can be issued by a local Singaporean contact or diplomatic mission. e-Visa & regular visa applications lodged by nationals of following countries and territories are processed in 5 working days, excluding the day the visa application was submitted.

1 - For countries with this header above, the visa is only a temporary measure due to reciprocity.
2 - (For only holders of Chinese Travel Document) as (Chinese passport holders are visa-exempt).
3 - (For only business and other purposes) as (those entering for tourism purposes are visa-exempt). In addition under reciprocity, cost of the single-entry visa is SGD90 while (validity) and (period of stay) authorised is 90 days.

Automated Clearance Initiative (ACI)

Under the Immigration & Checkpoints Authority (ICA)’s Automated Clearance Initiative (ACI), eligible foreign visitors, including those visiting Singapore for the first time, can use automated lanes for both arrival and departure immigration clearance without the need for prior enrolment. As of April 2023, the ACI was deployed to 130 automated lanes at Changi Airport & 40 automated lanes at land checkpoints.

Travellers are required to provide a valid email address within their SG Arrival card submissions in order to receive their Electronic Visit Pass (e-Pass) when using the automated lanes; travellers will not be issued an arrival immigration stamp.

Under the ACI, eligible arriving foreign visitors are directed to the automated lanes for immigration clearance.

a) Their biometrics (iris, facial and fingerprint) are automatically enrolled during arrival clearance process (if already enrolled during previous trips). b) Information on enrolment is included in electronic visit pass which is emailed after immigration. c) Enrolled foreign visitors will then be able to use any automated lane during departure and on subsequent visits.

ACI is a critical component of ICA’s New Clearance Concept (NCC), which aimed to make automated immigration clearance the norm. Automated immigration lanes leverage multi-modal biometric scanning technology to provide travellers with more secure, efficient & seamless immigration clearance experience.

As of March 2024, ACI eligibility was extended to passport holders of these jurisdictions. The Automated Clearance Initiative (ACI) is available for enrolment, (for the following nationals aged 16 and over only):

a - (Only British citizens and those with Right Of Abode in the UK are eligible) but (Include Residents of Isle Of Man and Channel Islands)

b - For United Nations Passport Holders, valid for use on departure and arrival. In addition, (all staff from UNRWA including those from countries eligible if entering with UN Passport) and (those with Nationality from Refused Countries) are banned and must use manual lanes. Exception for UNRWA staff entering with either (ordinary passport from visa-exempt country), (non-ordinary passport from eligible country & cleared by MFA Singapore) or (cleared by Interpol or APEC with a valid document being provided before arrival for first-timers).

c - For Interpol Passport Holders, valid for use upon departing Singapore but the Interpol Office in Singapore must be notified first before using the automated lanes. In addition, those with nationality from any of the Refused Countries listed are banned from using the automated gates.

1 - For citizens of  Australia and  New Zealand, they can use the automated gates when only on departure. In addition, they must register on their first visit before being allowed to use on subsequent visits while (those with an APEC Card are exempted from all requirements stated).

Visa-Free Transit (VFTF)

Nationals of Assessment Level I and II countries do not require a visa to transit through Changi Airport as long as they fulfil following requirements stated below:

Nationals of CIS Countries (Exclude Armenia), Moldova, Turkmenistan and Turkey

Nationals of the following countries may enter  Singapore visa-free for 30 days if in transit to or from any third country & may use the VFTF on both the forward and return journey (unless otherwise stated). However, nationals of the countries mentioned above are only allowed to enter and depart  Singapore by Air.

  •  Armenia currently already have visa-waiver agreement with Singapore so it is excluded from scheme.

1 - Allowed to use the VFTF without travelling via 3rd country too but only by Air & maximum period is 30 days.
2 - Allowed to use the VFTF without travelling via 3rd country too but only by Air & maximum period is 96 hours.
3 - Maximum Period for Visa-Free Transit is (96 hours / 4 days) per visit for these countries due to reciprocity.
4 - Maximum Period for Visa-Free Transit is (48 hours / 2 days) per visit for these countries due to reciprocity.
5 - Maximum Period for Visa-Free Transit is increased to 60 days per visit instead due to reciprocity.

Admission Refused/Restrictions

  • Travellers with only a Temporary passport will be denied entry as it is not considered a valid document for entry. (Exception for Singapore Citizens & Permanent Residents with Singapore emergency passports)
  • All Stateless persons (Those with certificate of identity & refugee travel document, is considered as stateless, regardless of nationality on the holder's travel document) are banned entry into Singapore because as mentioned, all travellers (except  Hong Kong,  Macau,  Mainland China and  Kyrgyzstan) must hold a passport valid for 6 months or more & have sufficient funds for the duration of stay. In addition, Stateless persons and refugees are declared persona-non-greta immediately if they are arrested in Singapore while not being protected under any international conventions since they do not have any nationality & consular protection required.
