Background:

  • This community has a different opinion of admin and non-admin closes, regarding the latter as less final than the former.
  • This community believes that non-admin should only close discussions with a clear-cut consensus and that controversial discussions are better left to admins.
  • Avenues like Requested moves has made it compulsory to add a {{subst:RMnac}} template for non-admin closes. Some users also hold that non-admin declaration for closes is necessary in all other places too.

Purpose of RfC:Policy pages and procedure repeatedly reiterates that non-admins should be more careful, should close only when consensus is clear, et al. This RfC will seek to establish if the finality of a non-admin and admin close is same or not, and if there are situations (except technical, obviously) where non-admins should be disallowed from closing. Furthermore is the question of declaration, should RM continue with it, should there be changes from status quo or should we have an uniform closing procedure. The first stated point in background is essentially a reaffirmation vote.
