This is my sandbox

Each area of Australia is served by three commercial licenses owned by broadcasters. For each license, the broadcaster transits a primary channel which is an affiliate of one of the major networks, plus secondary channels of the same major network. Some broadcasters also add their own channels.

In larger areas, the three licenses are owned by different broadcasters. In some of the smaller markets, thhe three licenses are owned by two broadcasters, with each broadcaster owning one license outright while they jointly own the third one. In some smaller markets one broadcaster owns all three licenses.
