Huỳnh Phước Mẫn

Huỳnh Phước Mẫn (born January 1, 1990) is a Vietnamese hacker who founded, operates and organizes the website vietexpert.info, the largest underground forum in Vietnam, with more than 5,000 members are hackers in Vietnam and around the world. [1][2] On the forum, Man and the forum members organized attacks on thousands of online stores in the US to steal credit card information from millions of Americans, then use stolen credit cards to buy goods online, then transport them to Vietnam for consumption. On January 9, 2014, Huynh Phuoc Man and about 20 accomplices were simultaneously arrested by the Vietnam Crime Prevention and Combat Police Department of high technology, the forum was demolished, thousands of members of underground forum disintegrated. Computer crimes

In 2008, Man established a forum with the domain name vietexpert.info, attracting thousands of hackers, mostly students skilled in information technology. Here, members teach each other how to hack online store websites to steal credit card information, illegally trade credit card information, collude with each other to get money in a bank account of Americans, stealing millions USD. From 2008 to 2014, Huynh Phuoc Man bought stolen credit cards from a member of forum named Nguyen Van Hoa - a hacker who hacked and stole about 300,000 credit cards - cooperating with the consignee in the United States[8], a member named Vuong Quoc Nha to receive goods for Man, hiring other criminal groups to use credit card to steal goods online to transfer Vuong Quoc Nha's address in the US, then transport goods to Vietnam for consumption. During the time of the crime, Huynh Phuoc Man and his accomplices stole million of USD.

Underground

Considered to be the largest "underground" forum in Vietnam, the website vietexpert.info was founded by Huynh Phuoc Man with strict management, operated secretly, each participant must pay 100 USD for the fee and only trusted members were allowed to introduce new members to the website. After that, members who want to post buying and selling articles must pay an additional 50 USD. This underground forum shares, discusses hacking methods, cracking software, installing viruses, trojans on people's computers to steal information, using credit card methods for online purchases, how to withdraw money from stolen bank accounts, even how to launder money. This forum also share photos, videos depraved. Until it was taken down by the Vietnam Crime Prevention and Combat Police Department of high technology, the forum had over 1,000,000 posts. On the forum On the forum, criminal groups transact with each other in cryptocurrency. Stolen credit cards are shared publicly on the forum, or for sale from $ 3 to $ 50.

Before Huynh Phuoc Man and his group were destroyed, there were many groups on the forum arrested, such as the case of Ngo Minh Hieu[9] and Van Tien Tu[10].

Prosecution and sentence

On June 29, 2016, Huynh Phuoc Man and about 20 accomplices were tried and sentenced by the People's Court of Ho Chi Minh city, with a maximum sentence of 9 years in prison.

Criticism

Internet crime is a problem causing headaches for the banking industry and e-commerce worldwide. In the US, the number of people stealing credit card information is higher than in other countries. The film Hackers: Underground, published in 2016, depicts relatively detailed and accurate information about the Underworld of credit card thieves. Vietnam is considered one of the countries with the most hackers and credit card frauds. Many US and foreign online sales websites in general prohibit users from accessing computers with addresses originating from Vietnam because of cybercriminals stealing credit card information in Vietnam for many years.
