Birthplace codes

Can someone please provide a correct reference for this? The link to the JPN website is broken. I was born in Singapore (supposedly 66) but my IC says 71 (supposedly UK). So either this is wrong, period; or, the codes changed at some point within the last 30 years. I can't find a page on the JPN website with the relevant information any more.
