Note that countries for which the Holy See has appointed delegates do not have diplomatic relations with the Holy See. Delegates are not ambassadors, even when accorded many customary diplomatic privileges. The question of which countries do or do not have diplomatic ties with the Holy See really doesn’t belong in an article devoted to the heads of entities that do exist.
