Merge. I see what this article is trying to do (which is be the analogue of "List of current legislatures") but it doesn't justify a separate page. Maybe this content could be added to "List of United States state legislatures" or maybe a page like "List of current subnational legislatures" should be created, but what this currently is seems inadequate for an article.
