DBAN merge

I propose deleting the list of links to external sites which proclaim to be "file wiping software". The section is just going to act as a magnet for spam and link cruft otherwise. If a program has an existing encyclopedia article, let us link to that. If not, it's not appropriate for an encyclopedia. Remember, Wikipedia is not a directory .
