The articles says in several places that certain definitions are "arbitrary". All definitions are arbitrary. That is one of their core properties. Definitions cannot be true or false, and they are not subject to empirical scrutiny. Definitions can be more or less useful. Maybe this is what is intended here?
In any case, the lede of the article should present a short overview of different positions regarding its topic. The contextualization (who uses which definition why) can be done later. Apparently, Ambiguous genitalia and atypical genitalia are criteria which are used by some. A full list of criteria should be given first. This list can later be complemented by frequency information.
