Page mover

First, I didn't know this useful ability existed for nonadmins. Nice to have and I have a rather long track record and seem to meet the criteria. Second, can help out at Wikipedia:Requested moves/Technical requests when have time. Last and most directly, Zuo Zhuan, a GA-approved article, was moved from its correct capitalization to the Chinglish mistake Zuo zhuan apparently without discussion and needs to go back per its GA status and MOS rules about the capitalization of book titles in English. I'll hold off on the last one since there seems to be some confusion at WP:MOS-ZH about the exact policy. I am requesting this permission because I actively participate in RMs by closing, and I could help more if I had this permission, since I would be able to use Swap which is usually needed. Also, I occasionally come accross pages that need uncontroversial changes in capitalization, but if and when I carry them, I am obliged to leave behind a redirect which falls to CSD R3. I know that my edit count is on the light side(-300 related to guidelines), but I have experience in moving pages, and have clean record of blocks and warns.
