Death eaters are just wizards and witches who joined Voldemort's army, while dementors are an entirely different species of magic creatures. This is evidenced by Harry using his patronus charm (expecto patronum) to stop them, a charm who's effect on non-dementors isn't explained in the film series thus wouldn't make any sense. According to the NASA website https://ssd.jpl.nasa.gov/sbdb.cgi#top, if you look up Ceres, you'll find its mean anomaly as of the most recent epoch. If you subtract the time between J2000 and that date (in Cerean years), then multiply it by 360°, you'll get approximately 4°.
