Reviewed the primary source ''The Care and Feeding of Children: A Catechism for the Use of Mothers and Children's Nurses'' in 1894 and in my opinion it never meets the strength of "strict". "Should" is the most common modal verb used, "must" is rarely used in the whole text. I think the 'strict' is being used to support the argument of the section rather than represent the source accurately.

It's obviously not required for a police offer to have an arrest warrant to arrest a person committing (what they perceive to be) an illegal act in front of them.
