I sourced the Canon 219 of the 1917 Code which says ‘statin’, and all authors agree that this means even before consecration. Pius XII confirmed this in the address sourced where he notes that the one elected would enjoy the power of governance and infallibility even before ordination, though it would be illicit for him to accept the election.
