If you can REUSE a PROOF that you WORKED, it's not a proof-of-work. And talking about "gold coin's value is linked to * cost" value to whom? And who cares? Scarcity is the relevant concept here, not "value" or price. Bitcoin is not "valuable" because of how much it costs to mine, it is valuable because people pay for it. But that is not relevant to proof-of-work.
