The provisional government was murdering people like terrorists in a broken third world country. Its military was a JOKE and in NO WAY comparable to the German Empire. Their technology was significantly lagging behind, and their logistics were obsolete. They were going to lose the war from the start. There was a continuous civil war and frequent insurrections.
