- The U.S. consulate in the Saudi Arabian city of Jeddah is stormed by gunmen. Three of the gunmen along with four Saudi soldiers and five local consular staff are killed. The building is set on fire by a car bomb.
- The Basque nationalist terrorist organization ETA detonates explosives in seven cities across Spain on Constitution Day. The attacks were preceded by warnings and nobody was seriously hurt.
- Ukraine's Supreme Court annuls the run-off vote of the disputed presidential election. The judges have declared that a new vote must be held by December 26.
- The Costa Rica-based Inter-American Court of Human Rights upholds the conviction of Lori Berenson in Peru.
