- Senator John McCain says he'll introduce legislature' requiring Major League Baseball to test for steroids if Major League Baseball doesn't do so itself.
- The Basque nationalist terrorist organization ETA detonates explosives at five filling stations outside of the Spanish capital Madrid, injuring two police officers. The areas were evacuated beforehand.
- Ukraine's Supreme Court annuls the run-off vote of the disputed presidential election. The judges have declared that a new vote must be held by December 26.
