Human rights commissions

There's the National Human Rights Commission (Mexico) and then there's the es:Comisión de Derechos Humanos de la Ciudad de México. If those are the two being referenced in the "reactions / government" section then it wouldn't be correct to refer to the latter as a local branch of the former (they're separate, autonomous, etc.). But the source says "Comisión Nacional de Derechos Humanos del Distrito Federal", the name of which sounds contradictory from the get-go.
