Randy Eastwood

Eastwood lost his race for US Congress. Being mayor of Kenmore, Washington, which is his other close claim to notability is just not enough to establish his notability. Delete. Non-winning candidates for political office do not get Wikipedia articles just for being candidates; if you cannot credibly claim and reliably source that he was already eligible for a Wikipedia article for some other reason independent of his candidacy, then he has to win the seat, not just run for it, to become eligible because of his political activity itself.
