Article's title makes it into an ambiguous grab-bag. Furthermore, it is sourced largely to Venezuelanalysis, which is generally not an RS. There is also a reference to a website [1] that doesn't look particularly RS either. When you take out the Venezuelanalysis bits, there isn't much left. It does not appear to have attracted much if any interest since its creation in 2013. I'm not entirely clear on how categorization works, or on what category this one fits into.
