Mobile Device Registration System(formerly named as Mobil Cihaz Kayıt Sistemi, abbrevated as MCKS in Turkish) is the system aims register all gsm devices in turkey which have IMEI number. Unregistered devices could be used for only 120 days, after the devices will be banned from turkish GSM networks, but still it is using foeign operators by roaming.

This system based as whitelist, blacklist and paired whitelist. The primary list here is whitelist, unlike common systems around the world. Devices that are not included in any list, in other words unregistered devices, are closed to communication after 120 days(The 120 days period, temporarily applied 365 days due to covid-19 outbreak.). The whitelist is contains all IMEI numbers which are allowed joining networks.

The blacklist is contains the devices which banned from turkish networks. eg. lost, stolen, the devices which exceeded the 120 days period, devices with imei numberss copied other devices(known as cloned devices)...

Paired whitelist is contains the devices is allowed to certain MSISDNs for various reasons.

1-The owner of the real device whose imei number has been copied to another device applied to your device's importer or manufacturer with application form, invoice of the device and ID card photocopy. Administration of Communications and Information Technologies(BTK) registers the device and owners MSISDN from paired whitelist, and the device opened communications over one MSISDN reported by device owner. Due to this single number restriction, the device cannot be sold or donated second-hand, as the device will not work with another person's number. Turkey is quite an expensive device in the mobile phone compared to other countries, the unit owners often sell as second-hand devices a few years later and they buy a new one.
