SK's are independent of each other and therefore have no single leader.

Each SK is independently elected and operate independently of each other. As is the practice in the Philippines, they are brought together for form a variety of federations, including a national federation, but the chairman of the national federation has no authority over what happens in the tens of thousands of SKs across this large country.
